One thing I did do if you wanted to try it is go and download the chipset drivers from AMD that were released on 10-12. Then uninstall the UWP app windows installs. There where problems in a few of the monthly versions, but going back to the previous driver always fixed it for me. BUT, whenever I install drivers (AMD or NVIDIA) windows crashes and doesn’t restart properly and needs to be repaired/reset. I set the PCIe to Gen3 instead of Auto, did a clean reinstall of windows 11, and tried updating the drivers. You could also update your BIOS at the same time, which may fix your problem. Yep I recently made a post about it on r/AMDHelp for the EXACT same issue, down to the same pixel colors on screen. Next, right … Haven’t had any issues with an RX 6600 on Windows 11 - did have an issue with the last driver, install was messy, blue screened. There's also a huge population of FUD bots whose purpose is to seed distrust on this sub. Turn it off and let AMD do the updates for you or do it on your own.
